Stakeholder Register Template in Excel: Power-Interest Grid and Communication Plan
How to build a stakeholder register template in Excel: identifying stakeholders, rating power and interest, an automatic power-interest quadrant with strategy, a scatter chart of the grid and a simple communication plan, with a bakery relocation example.
A stakeholder register lists the people and organizations that can influence a project or be affected by it, with their power, their interest, their stance and how you will deal with each one. In Excel it pairs naturally with the power-interest grid, which assigns every stakeholder a strategy (manage closely, keep satisfied, keep informed or monitor), and with a short communication plan. Many small projects are delayed not by the technical work but by someone nobody consulted in time.
Step 1: identify stakeholders
Ask who decides, who pays, who will use the result, who must approve or permit it, who will do the work and who might be inconvenienced. A long list at the start beats a surprise halfway through.
Step 2: register columns
| Column | Content |
|---|---|
| Stakeholder | Person, group or organization |
| Role | Their relationship to the project |
| Power (1–5) | Ability to stop, approve or change the project |
| Interest (1–5) | How much the outcome affects or matters to them |
| Stance | Supportive, neutral, resistant |
| Needs | Information, reassurance, involvement |
| Relationship owner | Who on the team talks to them |
Step 3: automatic quadrant and strategy
With a threshold of 3:
=IF(AND([@Power]>=3,[@Interest]>=3),"Manage closely",IF([@Power]>=3,"Keep satisfied",IF([@Interest]>=3,"Keep informed","Monitor")))
For the chart, insert a scatter chart with interest on the horizontal axis and power on the vertical axis, label points with names using “Value From Cells” and draw lines at 3 to separate the quadrants.
Example: moving a bakery’s production to a new kitchen
| Stakeholder | Power | Interest | Stance | Strategy |
|---|---|---|---|---|
| Owner (sponsor) | 5 | 5 | Supportive | Manage closely |
| Wholesale customers (cafés) | 3 | 4 | Neutral | Manage closely |
| Equipment supplier | 3 | 3 | Supportive | Manage closely |
| Health department | 5 | 2 | Neutral | Keep satisfied |
| Bank (equipment loan) | 4 | 2 | Neutral | Keep satisfied |
| Production staff | 2 | 5 | Worried about the commute | Keep informed |
| Neighbors at the new site | 1 | 2 | Neutral | Monitor |
Wholesale customers need to know the switchover dates weeks in advance, or orders stop. The health department does not follow the project day to day, but without a passed inspection the new kitchen cannot open, so the paperwork goes in early. Staff have little power over the decision but a lot at stake; ignoring their commute concerns is how good bakers leave. Inspection and permit requirements vary by city and county.
Step 4: the communication plan
| Strategy | Frequency | Channel |
|---|---|---|
| Manage closely | Weekly or at each milestone | Meeting or call, with notes |
| Keep satisfied | At key moments | Formal documents, email |
| Keep informed | Every two weeks or at each change | Team huddle, message, notice |
| Monitor | Monthly review | No action unless something changes |
Record key meetings in the meeting minutes template. Who approves each deliverable goes in the RACI matrix, and stakeholder-related risks in the risk register. Scope is broken down in the work breakdown structure, and day-to-day tracking happens in the project management template. More guides are in Project Management.
Frequently asked questions
What is a stakeholder in a project?
Anyone who can influence the project or is affected by it: customers, staff, suppliers, lenders, authorities, neighbors.
How often should the register be updated?
At the start and at every major milestone; power and stance change over the life of a project.
Is it worth it for small projects?
Yes, even with ten rows. A few minutes prevents the most expensive oversight: forgetting someone who can stop the project.
Does it work in Google Sheets?
Yes. The formula and the scatter chart work the same way.
